That implementation date was temporarily delayed, and is now to be April 27th, 2009.

Subject: TILMA and Corporate Online and Name Requests Online Systems
As Alberta has now passed the necessary legislation, the changes to support streamlining extraprovincial registrations of corporations, limited partnerships, limited liability partnerships and cooperative associations between British Columbia and Alberta, as outlined in the Trade, Investment, and Labour Mobility Agreement (TILMA), will be implemented on Monday, April 27, 2009.
In support of the implementation of the changes to Corporate Online and Name Requests Online for this initiative, clients will be unable to access either system on Sunday, April 26th .
